The Rundown: The Amnesty Program has a public test while another threat grows among the League.

After leaking to the media that the Justice League has an amnesty program for villains, the League is forced to do damage control. Unfortunately, their next mission will put their program to the test when a team with Luthor and Dr. Polaris are sent with Wonder Woman and Flash to stop two villains from stealing nuclear material and using amnesty to do it.
At the same time, Terrific, Guy Gardner and other heroes are heading to Oa to store a dangerous artifact when a collision causes that object to crash into an unknown planet. The Watchtower gets an unexpected visitor when one of their dangerous enemies decides to reawaken on the space station.
The Story: Waid crafts a thrilling, entertaining adventure in this issue. There are some great character moments and I like how each part of the story connects to the outcome of Darkseid. There is great tension between Batman and Lex as well as the other members of the League who are wary of the new program. I love that there is a simmering tension throughout this arc and cannot wait to see where that tension leads the story and the characters.
The Art: Mora is a master of character design and emotion through art. Every page and panel has something beautiful to look at and admire as the details of each scene and character jump out of the page.
