The Rundown: The city becomes a warzone after a new law is passed and NO/ONE tries to avert disaster.

With the passing of a controversial law in the city, citizens are taking the law into their own hands and using it to get their own violent forms of justice by killing anyone they perceived to have wronged them. The violence even visits the home of one of the detectives on the Richard Roe case.
At the same time, Ben Kern continues to dig up information about the original murders and investigate his son while the reporters following events find themselves in the crossfire and NO/ONE finds themselves powerless against the growing destruction and violence.
The Story: Higgins and Buccellato continue to craft a great mystery in this series and this issue culminates in some great moments of suspense. The story continues to build on this interesting world and showcase the consequences of character actions and motivations. What does get lost a little is the story of NO/ONE and their motivations. I continue to hope that there will be a reveal of what is driving the character, but part of me continues to enjoy the mystery.
The Art: Borges delivers fantastic art throughout the issue. This installment is more action packed than previous issues and that is brilliantly illustrated to add to the suspense and mystery of the story.
