The Rundown: Emily decides whether or not to work with Newburn as the two investigate an arson that could spark a war.

Newburn and Emily travel to the scene of a fire and Newburn begins to investigate the scene. After sending Emily off to investigate the crowd, he gets a call from a representative of a rival crime family who wants answers. In order to stop a war between the criminal organizations, Newburn must find the guilty party. After splitting up, he goes off to get some more information while Emily continues to gather stories about Newburn himself.

When the two get back together, they track down the people responsible for burning the building and Emily will have to wrestle with what justice actually means. Something she will have to wrestle with often as she makes the decision to become Newburn’s new partner.

The Story: Zdarsky delivers some great, classic noir storytelling in this issue. The plot is paced brilliantly and filled with great character moments and atmosphere. The gritty feel of the story and the great dialogue pulled me into this world and its characters. I really connected with Emily as a character and her dilemma about whether to partner with Newburn and the more I learn about the character himself, the more I want to explore his unique story and history.

The Art: Phillips delivers some great art in the issue. The visuals are a perfect match for the gritty, noir style of the story and I appreciate the style a lot.
